The event was attended by approximately 100 representatives, including 21 formal members and five collaborative members of PNLG, members of the PEMSEA Network of Learning Centers (PNLC), and renowned experts and scholars in the field of marine science from eight countries, including Cambodia, Indonesia, and Japan.

The three-day annual forum, with the tagline "Blue Cooperation, Co-creating the Future: Fostering a Sustainable and Resilient Ocean", was a part of the series of events for the East Asian Seas Congress 2024 and Xiamen World Ocean Week. The meeting included the PNLG General Assembly, PNLG-PNLC Joint Seminar, and organized field trips for participants.
