E-town New Area is to become a global innovative industries cluster and scientific and technological service center, a collaborative zone for innovation and development, an emerging industries base, a demonstration zone for manufacturing transformation and upgrading and a green city with a favorable working and living environment. By 2035, the permanent resident population of E-town New Area is expected to reach 650,000.

In the future, E-town will be composed of the high-tech and sophisticated industries zone, the living and technology services zones, as well as the Jinqiao S&T production base, the Changziying Industrial Park, and the Qingyundian Industrial Park.

E-town New Area will build a housing supplication system to guarantee employees' housing rights.

E-town New Area will pursue green and ecological development over all of its 225 square meters.

E-town New Area is dedicated to becoming a world-class comprehensive industrial area and a green, scientific and technological and energetic city. By 2035, it intends to be a modern city and by 2050 a larger innovative and energetic area with high-end scientific and technological enterprises. 

In 2035, the permanent resident population in the new area is expected to reach 892,000, and the working population will reach 650,000. The land used for town and country construction will amount to 133.4 square meters. E-town New Area will form the Beijing-Tianjin coordinated development area, a regional coordinated development area and a comprehensive business services center, as well as an ecological culture and leisure center and S&T finance innovative center.

E-town New Area will emerge as a world class industries gathering base. It will establish a service platform to scale-up innovation achievement with Zhongguancun Science Park, a platform for basic research and original innovation with Huairou Science Park, and a co-development mechanism with Beijing Future Science and Technology Park.

Also, E-town New Area will guide the development of southern areas of Beijing, and prepare for the industrial transference to Hebei province.

Next-generation IT, new energy and intelligent vehicles, robotics and smart manufacturing, and biotech and health and wellness will be the four key industries in the BDA.

E-town New Area intends to become a desirable quality community. Oriented towards serving industries, talents and residents, an internationalized and intelligent public service system has been developed, encompassing the six areas of administration, culture, sports, education, healthcare and social welfare.

A public service structure featuring “two axles, seven centers, multiple corridors and outlets” has been established to combine elements of dots, lines, and surfaces in the design space, and create a vibrant and well-organized environment. Diversified, eco-friendly street scenery and innovative corridors are being built to turn every innovative building into a place for enlightening conversations and exchanges.

Public service facilities are being set up in an efficient and effective fashion with different functional zones and scales, and powered by intelligence, and professional industry service centers are on the horizon to develop an internationalized and intelligent public service system.

E-town New Area will upgrade the work and living environment. Through multiple sources of supply and multiple channel guarantees, both renting and purchasing are encouraged in the housing system to meet the demands for blue-collar workers and to provide support for middle-class professionals and top-notch talents.

E-town New Area will be a low-density community. Implementing the idea of ecological and civilized development, it will establish a compound green ecological system of a high quality and cultural nature.

E-town New Area will establish an intelligent transportation system and a public security system.

The number of beds in medical and health institutions will reach seven for every 1,000 people, and 9.5 for every 1,000 people in elder-care institutions. The public culture and services facility construction area will reach 0.55 square meters per person, the public sports land area will reach 0.7 square meters and the 15-minute service circle will be well established.

By 2035, E-town New Area proposes to achieve the following:

Green transportation will account for 80 percent of all travel modes.

Park green areas will reach 27 square meters per person, provision of a 500-meter service radius of park green space will be 95 percent and the realization rate of sponge city development will be 80 percent.

The safety factor of water supply will reach 1.3, reliability of power supply will reach 99.99 percent and available emergency shelter will be 2.1 square meters per person.
