Key points for building green BDA over next five years
In the Beijing Economic and Technological Development Area (BDA), there are not only tracts of grasslands and trees, but also many green factories.
For a long time, the BDA has not only paid attention to industrial development, but has also focused on environmental protection.
Building a "smart environmental protection" platform
In the process of integrating industrial development and urban construction, the BDA has always adhered to the concept of green environment construction, with forests surrounding the city, green roads connecting cities, and parks all over the city.
To better build this green city, during the "14th Five-Year Plan" (2021-25) period, the BDA will establish a dynamic monitoring mechanism for ecological control lines and urban development boundaries, build a "smart environmental protection" management platform, establish implementation evaluation and public supervision mechanisms, and improve the inspection and assessment and accountability mechanisms.
Implementing the industrial environmental access system
Regarding the green development of industries, the BDA will strictly implement the industrial environmental access system, make full assessments before signing the area entry agreement, perform dynamic real-time supervision during the corporate development, and improve the unified registration of natural resources and the system of natural resource property rights.
In terms of preventing and controlling ecological risks, the BDA will establish an overall flood control pattern to achieve the full coverage of soil environmental quality monitoring points and strictly control corporate pollution emissions.
To implement the most stringent source protection system, damage compensation system, and the accountability system, the BDA will complete the unified confirmation and registration of natural resources and the natural resource property rights system during the "14th Five-Year Plan" period, and implement the evaluation mechanism for the preservation and appreciation of natural resource assets.
