Beijing E-Town recently issued several measures to further promote the high-quality development of specialized and sophisticated high-tech enterprises.

Article 1: Incentives for specialized and sophisticated enterprises

A one-time funding reward of 500,000 yuan ($69,645.65) is granted to national "small giant" enterprises in specialized and sophisticated industries that have recently moved in, obtained certification for the first time, or passed re-evaluation.

A one-time funding reward of 200,000 yuan is granted to Beijing municipal small and medium-sized enterprises in specialized and sophisticated industries that have recently moved in, obtained certification for the first time, or passed re-evaluation.

Article 2: Support for high-tech enterprise qualification certification

A one-time funding reward of 300,000 yuan is granted to national high-tech enterprises that have recently moved in or obtained certification for the first time.

A one-time funding reward of 200,000 yuan is granted to national high-tech enterprises that apply again and pass certification after the expiration of the validity period.

A one-time funding reward of 50,000 yuan is granted to scale-above Zhongguancun high-tech enterprises that complete entry filing for the first time and apply for reissuing certificates after the expiration of the validity period.

Article 3: Support for enterprise talent cultivation and innovation

A hierarchical and classified key employment subject catalog has been established, granting authorization to key employment subjects in the form of talent introduction, cultivation, evaluation, and incentives.

Article 4: Support for continuous increase in R&D Investment by enterprises

National "small giant" enterprises in specialized and sophisticated industries with annual R&D expense growth exceeding the annual target value are supported with 20 percent of the excess amount, with a maximum annual support amount of 3 million yuan.

Article 5: Implementation of the innovation growth plan

Beijing municipal specialized and sophisticated enterprises included in the plan are granted rent subsidy support based on a standard of 1.5 yuan/square meter/day, with a total area not exceeding 500 square meters.

Article 6: Support for purchasing professional services

"Technology Innovation Service Vouchers" are issued to small and medium-sized enterprises.

Enterprises purchasing specialized services provided by accredited service organizations are granted a 50 percent subsidy, with a maximum annual support amount of 150,000 yuan.

Article 7: Utilizing technology innovation funds

Supporting technology innovation enterprises aligned with relevant industry policies and the investment orientation of Beijing E-Town through equity investment or "competition replacing evaluation."

In the case of direct investment, the investment amount for a single project is generally no more than 20 million yuan.

Article 8: Encouraging high-quality enterprises to go public for financing

Deepening cooperation with major stock exchanges, promoting the normalization of IPO counseling services through a stewardship service mechanism and listing advisory system, and accelerating the process of enterprise listing.

Article 9: Leveraging carrier platforms to cultivate services

Guiding key parks and innovation and entrepreneurship carriers to strengthen services for the cultivation of small and medium-sized enterprises, actively promoting the construction of specialized and sophisticated new characteristic parks and service stations.

Article 10: Strengthening the precision service system for enterprises

The responsible department for small and medium-sized enterprises in the area and industry task forces will further strengthen industrial guidance and enterprise service work for high-quality small and medium-sized enterprises.

The E-Town Enterprise Service Ports will establish a government-enterprise communication platform and a platform for handling appeals and serving enterprises.
