Beijing E-Town releases the notice on launching the pilot work of subsidizing high-level overseas returnees in 2024.

Focal points of implementation

The iniative focuses on fostering high-level talents, improving independent innovation ability and making breakthroughs in key and core technologies, serving the high-quality development of the capital city, targeting at young sci-tech talents with obvious innovation ability, and selecting and supporting a group of high-level innovative talents who have returned to China after their overseas study.

Key support areas include artificial intelligence, integrated circuits, life sciences, biotechnology, quantum information, blockchain, key new materials, general-purpose key components, high-end equipment, 5G/6G, nuclear power technology, large aircraft manufacturing, aerospace technology and other frontier and basic research fields.

Conditions for application 

Applicants must meet the following requirements:

(1) Chinese citizenship; 

(2) Born no earlier than Jan 1, 1974; 

(3) Obtained a doctoral degree overseas; 

(4) Returned to China after Jan 1, 2019; 

(5) Already having a full-time job, having resigned from overseas employment or having no overseas employment; 

Under equal conditions, preference will be given to overseas returnees who have served as associate professors (associate researchers) or higher levels in well-known overseas universities, research institutes, multinational companies, international organizations, etc., and have made significant achievements.

(6) Overseas returnees who have already received support from major talent projects at the central and municipal levels are not eligible for this subsidy. Individuals selected in previous years will not receive repeated support.

Application requirements

(1) The institution in Beijing E-Town (except for enterprises registered in the Innovation and Entrepreneurship Park for Returned Overseas Students) shall organize eligible overseas returnees to fill in the application materials (see Annexes 1, 2 and 4) and submit them to the Organization and Personnel Department of Beijing E-Town. 

Each institution may not recommend more than three people. The materials submitted must refer to the list of application materials for the Beijing Municipal High-Level Overseas Study Talent Returning to China Subsidy Project (see Annex 3). 

Enterprises registered in the Overseas Students Entrepreneurship Park in Beijing E-Town (Huilongsen) and the Entrepreneurship Park for Overseas Returnees of the Beijing Yizhuang Biomedical Park must contact the respective parks for application.

(2) The application institution shall carefully examine and strictly check the conditions of the applicants and the original application materials in accordance with the requirements of the notice. Background checks will be conducted to ensure that applicants do not have intellectual property disputes, breach of confidentiality agreements, non-competition agreements, and part-time pay restrictions.

(3) Please submit hard copies of materials and electronic documents to the Organization and Personnel Department of Beijing E-Town (Acceptance Address: Room 1615, Bodao Building, 15 Ronghua Middle Road, Beijing Economic and Technological Development Area) before March 18 (Monday). Documents and materials submitted after the deadline will be considered invalid.

(4) The Beijing Municipal Bureau of Talent Work will organize expert reviews, select several projects for a certain amount of financial support, and recommend some excellent projects to participate in the selection of the Ministry of Human Resources and Social Security. Work residence permits will be prioritized for qualified individuals.
