Education Ministry, Zhongguancun to upgrade technology achievement transfer
The Science and Technology Department of China's Ministry of Education (MOE) and the administrative committee of Zhongguancun Science Park (Z-Park) released a joint initiative on April 26 aiming to set up technology achievement transfer offices in 12 universities.
The first dozen universities named include Peking University, Tsinghua University, and other first-class universities in Beijing.
The initiative will establish an innovation center where scientists, entrepreneurs and investors can integrate their advantages to strive for ground-breaking breakthroughs in frontier sectors.

With high-caliber research talent and vibrant academic atmospheres universities can provide a constant flow of innovative sources to powerhouse the development of Z-Park, popularly dubbed "China's Silicon Valley".
Targeting the barricades that impede further transfer of scientific achievements, the initiative will enhance the morale of Beijing universities and Zhongguancun sub-parks with feasible measures and favorable policies.
"A man cannot spin and reel at the same time," said Zhai Lixin, director of the administrative committee of Z-park.

"Scientists' real value lies in the degree to which they are set free from market promotion," Zhai pointed out.
To smooth the "last mile" of technology achievement transfer, Z-Park and MOE will design a coordinated implementation system and an impeccable evaluation mechanism for both laboratory researchers and office staff.
Chen Ronggen, founder of 91Maker — a popular Chinese incubation community -- stressed that the university transfer offices will yield a higher level of innovative dynamism and create a brighter prospect for technology startups.
