Ministry of Science and Technology: Encourage private enterprises in national sci-tec programs
On Jan 6, the 12th China Industry-University-Research Cooperation Innovation Conference was held in Beijing.
At the meeting, Wang Zhigang, minister of science and technology, said that the Ministry of Science and Technology will encourage private enterprises to participate in national science and technology programs, give full play to the characteristics of private enterprises, and accelerate the transformation of research findings from universities and research institutes to private enterprises.
"Private economies constitute an important part of China's economic development, and that's why encouraging their development is the responsibility of scientific and technological workers," Wang said at the conference.

He also remarked that the Ministry of Science and Technology will speed up establishment of a market-oriented technological innovation system in which private enterprises will be the mainstay and production, study and research will be integrated.
"Only in this way can the innovation and entrepreneurial ecology be optimized to create a fair market environment for private enterprises," Wang noted.
In addition, the ministry will also support private enterprises in making full use of various policy tools and increasing investment in science and technology. The government will inject capital into these companies when they start businesses, and offer subsidies later, to support them in pre-competitive technology research and development, and encourage them to explore frontier technologies.
Other measures include improving the technology financial system, strengthening financial support for the innovation and entrepreneurship of private technology companies in their growth stage, and alleviating the financing difficulties that high-growth enterprises may face.
Besides, the Ministry of Science and Technology will also strengthen cultivation of innovative talents in private enterprises, build a better channel for universities and research institutes to provide qualified talents for private high-tech enterprises, and ensure that elite talents can be retained by private enterprises.
To this end, the government should prepare policies for the cultivation of technical talents in small and medium-sized enterprises, encourage technological personnel to bring scientific achievements to the market, and build more new technology clusters.
