Report on the work of Beijing municipality's new arrangements for Zhongguancun in 2019
The second session of the 15th Beijing Municipal People's Congress was held at the Beijing Convention Center on Jan 14. Chen Jining, mayor of Beijing municipality, released a government work report.
Reviewing the work of 2018, it closely follows the main line of the 70th anniversary of the founding of the People's Republic of China, devising a working plan for Beijing municipality in 2019.
Chen pointed out in the report that, in 2018, construction of the national science and technology innovation center was accelerated and cutting-edge high-tech industries maintained a good momentum of growth.

The direction of innovation is guided to meet national strategic needs. The government needs to break through institutional obstacles, integrate innovative resources, and connect innovative chains to set up new research and development institutions such as the Beijing Quantum Information Science Research Institute, the Brain Science and Research Center, and Beijing Academy of Artificial Intelligence.
The innovative elements of Zhongguancun Science City are deeply integrated, its capacity to serve innovators has been enhanced, the city's innovation culture and forms are more optimized, and independent innovation is more robust than ever. These improvements have led to iconic original achievements such as Majorana fermion and new ultra-low-power transistors.
The construction of five cross-research platforms in Huairou Science City, including two scientific devices and material genomes, such as the Integrated Experiment of Extreme Conditions and Numerical Simulation of Earth System, has achieved periodical development.
Future Science City will focus on introducing an open scientific research platform and dual-innovation platform. The utilization of foreign capital in the Beijing Economic and Technological Development Area has been improved, innovative industrial clusters have gained momentum and a number of industrial projects have achieved fruitful results.

A technology innovation fund of 30 billion yuan focuses on the layout of hard technologies and early stages of innovation. The number of national high-tech enterprises in the city reached 25,000, an increase of 25 percent, and an average of 199 new innovative enterprises were established every day.
The city's technology contract turnover increased by 10.5 percent. The Zhongguancun Science Park has a total revenue of over 5.8 trillion yuan and is home to 80 unicorn enterprises, ranking first in the country.
The government will develop action plans for 5G, artificial intelligence, medical health, intelligent networked vehicles, drones and other industries. It is also necessary to implement fiscal, land and talent support policies, promote the transfer of land flexibility, and implement 20 new policies for international talents in Zhongguancun.
