Content: 

1. Talent selection: (1) Launch regular science and technology programs and campaigns tailored for the general public, and select talented youth through science and technology competitions. (2) Set out the subjects, rules and awards of competitions designed for students (from primary school through college), workers and science and technology professionals (the award system can be modeled on that for sports competitions). (3) For young people, the competition can be organized in the way a sports or music competition is organized; for science and technology professionals with a professorship, a senior engineer certificate or higher qualifications, the evaluation criteria shall include publications, inventions and technological breakthroughs. In addition, contributions made by the management and design teams in industrial and business sectors should also be recognized. (4) The science and technology competition for youth is to be held once a year nationally and twice a year in provinces, cities, counties and autonomous regions. The frequency of evaluation for professors and engineers depends on the specific situations. 

2. Talent training: Outstanding students or professionals selected through competition and evaluation from across the country are to be categorized based on the level of knowledge and their own academic preferences. They are to be trained in leveled science and technology schools. This form of concentrated training is similar to that for athletes or Peking Opera performers.   

3. Talent sustainment: (1) The Fourteen Rules for Natural Science Research Institutions apply to all science and technology professionals, including management teams and science and technology workers in industrial and business sectors. (2) We suggest that the State design a career path for these professionals and offer both tangible and intangible rewards to motivate them. (3) For every level of advancement along the career path, a corresponding family support package should be offered to ease the professional's family burdens. (4) High-level scientists and scientists who are heading a research institute should be given sufficient time to conduct academic exchanges. Their daily lives and dietary needs should also be taken care of to ensure they live healthy and productive lives.
