The relevant government departments should strengthen the protection of black land resources in Northeast China.

1. Formulate laws and regulations to protect black land in accordance with the law and intensify efforts to prevent soil erosion. 

2. Grant actual land ownership to farmers according to the law. 

3. Stop the examination and approval of straw utilization projects other than using to produce straw feed. 

4. Strengthen supervision to ensure the implementation of policies and measures.
