It is an important measure to promote the construction of modern apprenticeship system vigorously and actively cultivate "craftsmen of great powers" to promote economic transformation and upgrading. 

1. Improve the talent evaluation standard system. Develop the cultivation plan of craftsman spirit, establish a unified national vocational qualification standard and professional curriculum national standard, ensure that students can obtain the nationally recognized professional qualification through a modern apprenticeship system, and be recognized in different regions and different enterprises. Improve the talent evaluation standard system based on the modern education system. The school and the enterprise should be responsible for evaluating the overall quality of talents scientifically and reasonably.

2. Promote the construction of the system. Promptly amend and improve the vocational education law and other legislation as soon as possible, determine the legal status of the modern apprenticeship system, clarify the legal responsibilities of colleges, enterprises and students, and realize the legal basis.

At the national level, improve the top-down planning to ensure the implementation of the modern apprenticeship system, introduce preferential policies for participating in enterprise employment, tax and other aspects, promote local governments and industrial organizations to actively and effectively manage and operate the security, and solve the problem that the competent education departments cannot adequately restrain enterprises.

3. Stimulate the enthusiasm of enterprises to participate. The government can give some support and fund compensation for the cost of equipment and personnel other than those invested in the production and operation of modern apprentice enterprises by means of tax reduction, government purchase of services or subsidies, to mobilize the enthusiasm of enterprises. Guide enterprises to actively cooperate with higher vocational colleges, participate in the development of talent training objectives, curriculum system setting and practical teaching, provide apprentices with training places, equipped with highly skilled masters, and ensure that apprentices can learn skills in enterprises.

4. Improve the incentive and supportive policies. The state should increase investment, set up a special fund for apprenticeship talent training, and give more significant support to the western region in terms of special funds. Vigorously develop the "craftsman spirit", encourage local governments to issue incentive policies to promote school enterprise cooperation in running schools, guide enterprises and vocational colleges to actively implement the modern apprenticeship system through financial support, government purchase and other incentive measures, give policy support to participate in the modern apprenticeship system, build public training base and other behaviors, and promote the integrated development of industry and education.
