Members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) discussed property management issues at the committee's 15th briefing on major concerns held July 28.

Ni Hong, vice-minister of housing and rural-urban development, noted at the meeting that despite the significant development of China's property management industry over the past 40 years, there are still problems pertaining to supporting facilities of residential compounds, comprehensive law enforcement in such compounds and quality of property services.
Ni called for innovations to build a residential compound governance system based on the idea of joint contribution, joint governance and shared benefits, improvement in the pricing mechanism for property services by diversifying fundraising models, and improvement in the legislation on property management.
Speaking at the meeting, Wang Aiwen, vice-minister of civil affairs, noted that in recent years, the effort of the Ministry of Civil Affairs to integrate property management into the community governance system has achieved marked progress.
However, issues including limited supervisory capability of community residents' committees over property management, inadequate participation of residents in property management and insufficient joint force for comprehensive governance have yet to be addressed, said Wang.
Wang suggested that Party organizations at the community level play a leading role in improving the current mode of property service and management in communities.
Also at the meeting, CPPCC National Committee members exchanged ideas with officials from the foregoing ministries over issues like the pricing mechanism for property services, settlement of property management-induced disputes, upgrade of property services as well as benefits and training of community workers.
