The Committee on Population, Resources and Environment of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a consultation meeting on Nov 26 to discuss a key proposal on building a national territorial space governance system.
The proposal was tabled by the Central Committee of the Chinese Peasants and Workers Democratic Party (CPWDP) at the fourth session of 13th CPPCC National Committee in March.
He Wei, vice-chairman of the CPPCC National Committee, said the meeting is an important form of consultative democracy of the CPPCC and will enable Party committees, government departments, CPPCC members and people from all walks of life to have various discussions on a regular basis, thus providing a strong support for boosting governance system and capacity.
He, also executive vice-chairman of the CPWDP's Central Committee, said issues related to the development and protection of territorial space have become more acute, and China is facing such problems as the unbalanced development of different regions as well as between urban and rural areas, and inadequate ecological conservation measures.
Noting that the national territorial spatial planning is key to the harmonious coexistence between humans and nature and an essential prerequisite for China's transition to green growth, he called for more efforts to formulate or amend relevant laws and foster a new pattern of territorial space development and protection featuring complementarity and high quality, with scientific spatial planning for production, living and ecological functions in place.
