Fu Chuan: Herald of social conditions and public opinions

Fu Chuan is the grandson of Fu Zuoyi, the first minister of water resources of the People's Republic of China. He is also a senior engineer of the Institute of Computing Technology, the Chinese Academy of Sciences, and a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and vice-chairman of the Beijing Municipal Committee of the Revolutionary Committee of the Chinese Kuomintang. 

Putting forward proposals based on his job

Fu said that he believes a qualified CPPCC member should keep learning. In his daily life, Fu actively participates in every activity of the CPPCC and his political party no matter how busy his work schedule is. In order to better fulfill his responsibilities, Fu tries to put forward proposals with perspective and feasibility to reflect actual problems.

He said that on-site surveys are a must before putting forward proposals, adding that "Only by surveying at the grassroots can we find out exactly where the problems are and put forward targeted suggestions."

"It is my mission as a CPPCC member to speak up for the people and offer suggestions for development," Fu widely solicits opinions from the public and learns about their expectations, laying a solid foundation for fulfilling his duty.

Fu's proposals mostly come from professionals in the field.

He said that "My career is about the internet and big data technology. I are concerned about how technological development can better improve people's livelihood. Therefore, I put these considerations in my proposals and call on more people to pay attention to the development of technology and its larger ecology."

Putting forward proposals based on his job is how Fu fulfills his responsibilities as a CPPCC member.

"In recent years, I have put forward more than a dozen proposals that were mostly related to the fields of my job. By providing suggestions to government departments, I pushed forward solutions to problems, so as to produce good social benefits," he said.

Improving people's livelihoods with informatization

As a senior engineer of the Institute of Computing Technology of the Chinese Academy of Sciences, Fu's focus for fulfilling his responsibility as a CPPCC member is how to better apply information technology in the field of people's livelihoods and in serving social governance.

Fu came up with the idea of integrating blockchain technology with grassroots community governance.

He held in-depth communication with scholars, community workers and staff of relevant departments and enterprises, discussing the feasibility of blockchain energizing community governance and improving the modernized capacity of community governance, and putting forward the notion to establish a "community on blockchain" based on blockchain technology.

In addition, Fu together with social organizations carries out surveys in communities and gathers suggestions on the “community on blockchain” digital service platform from community workers.

During the two sessions in 2020, Fu put forward a proposal on applying blockchain technology to strengthen the governance of multiple subjects in grassroots communities, suggesting including blockchain technology into the standard of smart city and energizing grassroots governance.

With the continuous development of big data, blockchain, artificial intelligence and cloud computing technologies, the digital economy has experienced rapid growth. Data has become a new essential productive factor of economic development and a key element to enhance productivity and promote rapid economic growth.

However, China's data factor market is still underdeveloped and needs to be further deepened.

Fu said that currently data development and openness has not yet been activated, the ecological system has not been formed and the data industry chain remains underdeveloped. He also pointed out that the "isolated data island" exists for many reasons, such as the operating costs of enterprises.

During the two sessions in 2021, Fu submitted a proposal on establishing and improving a sound data factor market system.

He suggested establishing an income distribution mechanism commensurate with the value and contribution of data elements in order to actually implement market-based allocation to increase the willingness to share data.

Doing his best for the public

In view of the lack of protection of labor rights and interests in the development of the platform economy, Fu put forward a proposal that the platform economy should not be developed at the expense of sacrificing social order and workers' rights and interests.

"The platform economy is closely related to the law-based business environment, corporate governance, social morality, algorithm governance, individual rights and personal protection. The protection of the rights and interests of takeaway delivery staff is a particularly eye-catching problem," Fu said, adding that the pursuit of speedy delivery leads to delivery staff ignoring traffic laws, resulting in an increased rate of accidents.

"The infringement of workers' rights and interests in the platform economy is affecting the construction of a law-based business environment," he pointed out that if a bilateral platform only focuses on the improvement of user experience and ignores service providers' living conditions and well-being, it is unsustainable.

After a year of investigations and consideration, Fu submitted a proposal that the platform economy should not be developed at the expense of sacrificing social order and workers' rights and interests. He suggested managing takeaway platforms and their delivery staff with traffic regulations and insurance.

The proposal has been submitted to six relevant departments and gained general approbation and support from the Ministry of Human Resources and Social Society and the China Banking and Insurance Regulatory Commission.

Food safety relates to people's livelihoods, however, the non-transparency of food processing in online restaurants has lead to increasing issues regarding food safety.

Fu suggested including social supervision on food hygiene into the construction of a smart city and showcasing restaurants' kitchens online to improve their service level.

"It will urge consumers to actively participate in the supervision of food safety and set up bottom-line awareness of food safety across the country, fundamentally solving problems concerning food safety," he added.

Later, Fu surveyed many small and medium-sized restaurants in Beijing. After a year-long research, during the two sessions in 2015, Fu submitted a proposal on launching open online kitchens of fast food and group catering companies.

He suggested that restaurants should be encouraged to display real-time video of their kitchens online in order to be supervised by society.

The website of the Beijing Food and Drug Administration can periodically publish statistics on the city's open kitchens on the internet, guiding consumers to have a new consumption consciousness.

"As a CPPCC member, participating in the administration and discussion of State affairs should not only combine national strategies, but also integrate with the real problems in daily life, so that it can truly convey social conditions and public opinions,' Fu said that he believed the status of the members of the CPPCC National Committee is not their character, but their responsibility and mission.

"To do my job well, I will further carry out surveys at the grassroots, pay attention to people's livelihoods and collect public opinions, actively giving suggestions on various platforms to the CPPCC," Fu said.
