Zhou Qiang, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team to Hunan province from April 13 to 17 for a specialized survey on promoting the healthy development of new forms of employment. The team members were from the Committee on Social and Legal Affairs of the CPPCC National Committee.

The team visited the cities of Changsha, Xiangtan and Zhuzhou, where they conducted on-site visits to enterprises, communities, universities, as well as trade union service stations and social security service centers. They held face-to-face exchanges with delivery and takeaway couriers, online car-hailing drivers, e-commerce practitioners, grassroots workers and experts and scholars, and organized discussions with heads of relevant government departments. The group gained an in-depth understanding of the current development status, policy implementation as well as difficulties and challenges regarding new forms of employment, while extensively soliciting opinions and suggestions.

The team members agreed that Hunan has been adhering to a people-centered development philosophy and focusing on the urgent needs and concerns of workers in new forms of employment. The province has taken stabilizing employment, protecting rights and interests, optimizing services and promoting governance as priority tasks, and promoted the healthy development of new forms of employment with pragmatic measures, making positive progress, they noted.

The team members pointed out that it is necessary to have a clear understanding of the new situation and tasks for the development of new business forms during the 15th Five-Year Plan period (2026-30). It is essential to balance regulation with development, protection with incentives, and services with governance, so as to promote the healthy development of new forms of employment, they said.

They stressed the need to give full play to the unique role of the CPPCC as a specialized consultative body to offer suggestions and build consensus, contributing its wisdom and strength to promoting the healthy development of new forms of employment.
