Rui Wenbiao, Director General of the Shanghai Intellectual Property Administration
Rui Wenbiao delivered a keynote speech entitled "Building Shanghai Up as an International IP Protection Highland" at the 17th Shanghai International Intellectual Property Forum.
Rui discussed the latest situation and development prospects for IP protection in Shanghai, focusing on three aspects – creating a closed loop for IP protection, improving IP protection capabilities to a higher standard, as well as pooling IP protection forces.
He pointed out that strengthening IP rights was a strategic measure to enhance the city's core competitiveness and was also a key link to promote the modernization of urban governance.
Rui said Shanghai would continue to implement its Implementation Plan on Strengthening Intellectual Property Protection.
It would, he added, take concrete action, make every effort to ensure it became a springboard for international IP protection and would strive to create the best environment for all kinds of businesses to develop there.

Rui Wenbiao holds a Juris Master's degree. He was formerly Chief Judge of the Intellectual Property Division and member of the Adjudicatory Committee of the Shanghai Second Intermediate People's Court, as well as Chief Judge of the Intellectual Property Division and member of the Adjudicatory Committee of the Shanghai High People's Court. Rui was appointed as Deputy Director General of the Shanghai Intellectual Property Administration (SIPA) in the year 2015. He has served as Director General of SIPA and Secretary of the Leading Party Members' Group of SIPA since November 2018.
