China Association for Science and Technology (CAST) has been pushing forward the construction of the Enterprises Associations for Science and Technology (EAST) in order to better gather scientific and technological talents for enterprises and serve high-quality development. By the end of 2021, there were 26,708 enterprise associations for science and technology nationwide, of which 3,892 associations were set up in 2021, 12,279 associations were above the designated size and the number of individual members of EAST was 2,500,856. There were 1,029 industrial park associations, among which 103 were national high-tech zones associations, and 94 were national economic development zone associations. The services for industrial park associations covered 379,644 enterprises.
As a basic and programmatic system to standardize and promote the construction of EAST, the general rules for organizations of the Enterprises Association for Science and Technology were first formulated in 1996 and revised in June 2008. In order to adapt to changes of circumstances and tasks faced by the EAST, CAST collected opinions and suggestions and revised the 2008 edition. The new edition will be issued at the Enterprise Innovation and Development Forum and Conference on Promoting the Construction of Enterprises Association for Science and Technology during the 24th Annual Meeting of the China Association for Science and Technology.
The revised edition reconstructs and details general rules, tasks, membership, expenditure and supplementary articles, and adds new content regarding establishment and cancellation, leadership and administrative departments. It clarifies the procedures for the establishment of EAST, organization structuring and functions, playing a significant role in further standardizing the construction of EAST and improving the management and service level of EAST.
