Xi'an enhances well-being services with innovative grassroots governance

In recent years, Xi'an has made significant strides in grassroots governance by integrating policy implementation with public services. Through precise professional services and efficient resource allocation, the city continues to enhance locals' sense of fulfillment, showcasing the wisdom behind urban community management.

Grid-based services enhance community life

Grid-based management has revolutionized service delivery in Xincheng district's Xingle community. Previously, residents had to travel to distant community centers for services. Now, grid service stations have been established at key locations, bringing services to residents' doorsteps.

The station at Xiwu Road 109 courtyard, for instance, spans 220 square meters and includes multipurpose rooms, a reading area, and therapy facilities. Weekly programs such as calligraphy, choir sessions, and cultural heritage workshops further enrich community life.

In an area where local markets are scarce, the community has arranged for farmers from Bailuyuan to bring fresh produce weekly. Moreover, a bi-weekly charity market offers free haircuts, medical consultations, and repair services, enhancing residents' overall quality of life.

Embedded services improve quality of life for elderly and children

At noon, the Linglihui embedded service center in Changying Donglu community of Xincheng district is bustling with activity as elderly residents gather for a nutritious lunch, Huo Duijing, an 80-year-old resident, remarks, "The food here is tasty, healthy, and affordable – it's much more convenient than cooking at home!"

Meanwhile, on the second floor, children in the daycare facility dance joyfully under their teacher's guidance.

The three-story center is designed to serve both elderly residents and children. The first and third floors cater to senior citizens with spaces for socializing, healthcare services, and recreational activities. The second floor houses the daycare center, offering quality childcare at an accessible price. The center provides free medical check-ups and rehabilitation services through strategic partnerships with local hospitals.

The community serves over 8,730 households with a high transient population. To address service gaps, the community repurposed a 1,020-square-meter public building into an embedded service facility. The center now offers nine major service functions, including elderly care, childcare, community dining, health services, and cultural activities.

Integrated assistance and relief system supports vulnerable groups

Beilin district's Xikan community houses 33 registered low-income families, one household in extreme hardship, and 98 disabled individuals. With a population exceeding 6,800, including 2,870 elderly residents, the community faces significant social support challenges.

To address this, the community has developed a comprehensive assistance framework called "Wuyouai Yuexikan". This system gathers support requests via personal applications or proactive identification and matches resources through a streamlined process involving local and governmental support networks.

The integrated assistance and relief system encompasses two key components: integrated assistance, which combines 53 government aid policies for qualified residents, and relief support, which links social resources to aid those in temporary distress. This model has transformed social support from a solely government-led effort into a collaborative framework involving businesses, organizations, and volunteers.

Since its launch in June 2023, the initiative has garnered support from 175 social organizations, 274 local businesses, and over 900 volunteers. The program has facilitated over 3,100 aid services, resolved 600 pressing community issues, and directly supported over 1,300 residents.

As Xi'an continues to refine grassroots governance, initiatives like these ensure that community services are accessible, inclusive, and impactful, fostering a city that prioritizes the well-being of all its residents.
