Quzhou, Zhejiang: Streamlined services for distributed photovoltaic project grid connection
Chen Yijie of State Grid Quzhou Power Supply Company recently connected Jiangshan Liangfeng Building Materials Co to the photovoltaic power grid in Quzhou, Zhejiang.

This flurry of activity is driven by the "430" and "531" regulations issued by China's National Energy Administration and the National Development and Reform Commission. Since April, companies in Zhejiang have been rushing to complete their projects to secure high electricity prices and subsidies before the new regulations take effect. State Grid Quzhou Power Supply Company is committed to supporting these "last-minute" grid connections with a customer-focused approach.
State Grid Quzhou Power Supply Company has set up dedicated PV files for each distributed photovoltaic user, offering "one-on-one" tracking services. They have assigned dedicated personnel to oversee project planning, design, and engineering construction, facilitating a "one-stop" process for project applications, on-site inspections, and grid connection procedures. Additionally, they have implemented a "pre-acceptance—cloud guidance" approach, intervening early in the installation of PV modules and inverter equipment debugging. By conducting phased pre-acceptance and providing online remote guidance, they have transformed the traditional "serial" workflow into a "parallel" process, saving valuable time for projects to capitalize on policy benefits. This streamlined approach significantly reduced the grid connection time for Yaqiang New Energy Co., Ltd.'s 3.815MW PV project in Kecheng District, Quzhou, which is expected to connect to the grid by May 29.

In Fuyuan village, Wanyao township, Jiangshan, Quzhou, the roofs of 13 steel-structured double-layer chicken coops at the Jiangshan White Silkie Chicken breeding base are adorned with 17,000 square meters of photovoltaic panels. This integration of ecological breeding, clean energy, and collective village income is expected to generate over 3.4 million kilowatt-hours annually, boosting the village's income by about 3 million yuan per year. A month ago, the distributed PV project faced delays due to tight equipment procurement cycles and complex grid connection procedures.
Recognizing the challenges, safety specialists from State Grid Quzhou Power Supply Company provided "on-site guidance," helping enterprises and the government address issues during construction. They resolved bottlenecks and successfully connected to the grid two days before the new "430" policy was implemented. Zhang Yanhua, the project leader, remarked, "The power supply company's efficient and meticulous service allowed our project to start production just in time, maximizing the benefits for rural prosperity. We sincerely commend their efforts."
As the new policy deadline approaches, the photovoltaic industry is shifting from being "policy-driven" to "market-driven."
