Empowering growth: State Grid Fuyang sparks Yingshang's opto-electronics hub

In recent years, Yingshang county in Fuyang city, Anhui province, has been actively optimizing and adjusting its industrial structure. By leveraging the advantages of industrial clusters, the county has been expanding the value chain of opto-electronic components. It is committed to establishing a distinctive opto-electronic cluster and is now home to leading companies such as Tongcheng New Energy—a national high-tech enterprise specializing in the research, development, production, and sales of PV ribbon, ranking first nationwide—and Xiangsheng Technology, the second-largest private manufacturer of chip resistors in the country. In 2024, Yingshang's opto-electronic sector was officially recognized as a "National Characteristic Cluster for SMEs."

"Despite challenges in the global PV industry, we are expanding our capacity and output. Reliable power is crucial to keeping our production lines operational," stated Mr. Qiu, the production head of Anhui Tongcheng New Energy Materials, during a visit by members of the State Grid Anhui Fuyang's "Wanmei" Communist Party Service Team—Li Meng, Wang Jian, and others—to the Anhui 123 Intelligent Industrial Park on July 25 for a personalized consultation and energy-efficiency assessment.

"Mr. Qiu, here is your comprehensive energy-efficiency report for 2024. It includes load profiles, electricity-cost analyses, and tailored recommendations to assist in your upcoming production decisions," Li Meng explained as she handed over the report and inquired about the company's expansion plans.

The service team then visited Xiangsheng Technology, a "Little Giant" enterprise specializing in niche and sophisticated products. In their chip-resistor workshop, essential components for electronics production were steadily rolling off the lines, destined for manufacturers nationwide. Mr. Yu, the electrical manager, praised the prompt and user-friendly high-voltage capacity upgrade service completed in April 2024. He noted that the energy-efficiency report had facilitated the transition to a more cost-effective basic electricity tariff, reducing operating expenses.

Currently, Yingshang County has established six opto-electronic industrial zones, hosting over 50 related enterprises and forming a comprehensive value chain where companies complement each other and progress collectively.

To facilitate the county's transition from isolated "points" to interconnected "chains" and ultimately to thriving "clusters," State Grid Fuyang Power Supply has developed a specialized power-service package:

- "Planning before application": Engaging in hierarchical project planning, conducting advance surveys, and integrating grid-territory planning to ensure solutions are prepared before customer requests.

- "Construction before demand": Synchronizing grid upgrades with land-use planning to complete power projects ahead of actual load growth.

- "Simplified connection": Facilitating faster connections through government-enterprise data sharing and "one-certificate acceptance."

- "Reliable supply": Implementing network reconfiguration and live-line work to minimize interruptions.

- "Smarter, cost-effective power": Offering energy bills, efficiency consulting, and demand-response programs to help users reduce costs while supporting the grid.
