Saudi Arabia's Sedra project makes significant achievements
The third and fourth phases of the Sedra infrastructure project in Riyadh, Saudi Arabia, undertaken by China Harbour Engineering Co (CHEC), recently reached a critical milestone.
This follows the early handover of the wet utilities in the housing area of Phase III, which was completed 46 days ahead of schedule, and the pipeline network system in the housing area of Phase IV, which was completed in 134 days. These achievements have advanced the large-scale development of Sedra New City.

As a key urban renewal project under Saudi Arabia’s Vision 2030 initiative, the Sedra New City is positioned as a high-quality, sustainable, and smart new urban district. It will accommodate hundreds of thousands of residents, and serve as a core fulcrum for Riyadh’s future urban development.
The Phase III and IV infrastructure projects constructed by CHEC cover three major systems – water supply, sewer, and irrigation – with a total pipeline length exceeding 160,000 meters, facing complex construction conditions and significant technical challenges.

To address a range of challenges, the project team adopted a high-efficiency organizational model. By switching between day and night shifts, forming a night-time task force, and promoting clustered equipment operations, on-site construction efficiency was significantly improved.
The project adhered to the innovative Building Information Modeling (BIM) 3D system and collaborated with consultants to reform the process acceptance mechanism. Under precise management and efficient execution, Phase III saw the successful completion of over 69,000 meters of pipelines. Building on this progress, Phase IV completed the laying of over 100,000 meters of wet utility systems ahead of schedule, fully meeting the handover requirements for the residential area.

As a key project of the Belt and Road Initiative in the Middle East, the accelerated progress of the Sedra New City marks a significant achievement in China-Saudi Arabia infrastructure cooperation.
The project enhances Riyadh’s urban carrying capacity and living environment, serves as a model for Chinese enterprises contributing to international livelihood development through high-quality construction, and holds far-reaching significance for Saudi Arabia’s economic diversification and the modernization of national governance.
