Since 2022, Liu Mingming has been head of Work Zone Two of the Greater Karachi Bulk Water Supply Project (K-IV), implemented jointly by China Harbour Engineering Co and CCCC Second Harbor Engineering Co.

Liu manages the zone. He knows the equipment and workers and uses guidance and support rather than only issuing orders. He shares construction expertise with Chinese and Pakistani employees to improve team capabilities.

At RD59, old pipeline removal involved disputes over the demolition of villagers’ houses and pipeline ownership. The project owner approved all the removal and transfer costs, but the original contractor repeatedly blocked the work. Liu learned the contractor wanted to transfer the pipeline quickly to assert ownership without paying transport costs. He offered equipment for transport if the contractor first allowed his team to use the pipeline. The contractor hesitated. Liu stated there was one chance; otherwise, they would transport it themselves. After about one minute of discussion in Urdu, they agreed. Drainage pipeline installation was completed before the monsoon season.

After more than 540 days, critical and difficult tasks were completed. Colleagues later left or were reassigned, and Liu was assigned other responsibilities. He and other CCCC engineers continue working on overseas projects.
