CHEC completes initial earthworks for Saudi Haier Port Steel Plant Project
China Harbour Engineering Company (CHEC) has received the completion certificate for preliminary earthworks at the Haier Port Steel Plant in Ras al-Khafji, Saudi Arabia.
The site preparation project supports Saudi Vision 2030 and Belt and Road cooperation, enabling main construction to begin.
Work included road demolition, ground improvement, wick drain installation, backfilling, and settlement monitoring. The saline soft-soil site was raised to 6.1 meters. The completed plant will produce 2.5 million metric tons of direct reduced iron and 1.5 million tons of heavy plate annually. The site experiences temperatures up to 52 C, sandstorms, and coastal saline soft soil.
CHEC modified wick drain equipment and used rapid impact compaction (RIC) with cone penetration testing (CPT) to compact sandy backfill. Crews worked during off-peak hours and used heat and dust protection.
The project created over 400 local jobs; local staff members made up 65 percent, with training in earthwork, equipment operation, quality inspection, and safety. Steel products will serve oil, gas, shipbuilding, and offshore sectors in the Middle East and North Africa. The completed earthwork prepares the site for subsequent plant construction.
