Central China's Hunan Province has issued The Three‑Year (2026‑28) Action Plan of Hunan Province for Economic and Trade Cooperation with Africa, following review and approval at the executive meeting of the Hunan Provincial People's Government. Serving as a guiding framework, the Action Plan charts a course for Hunan‑Africa economic and trade cooperation for 2026‑2028.

The plan targets imports and exports of 80 billion yuan ($11.9 billion) with Africa by 2028. Prioritizing 12 key African nations, it aims to deliver roughly 10 landmark production‑capacity cooperation projects and roll out one to two demonstration projects under the China‑Africa "Two Countries, Twin Parks" model.

Focusing on six competitive industries, including mining, automobiles and auto parts, construction machinery, medical devices, modern agriculture, and green energy, the plan lays out differentiated development paths and a full-chain implementation roadmap. Key measures cover resource backhaul, exports of mining and construction machinery, knocked‑down (KD) auto parts and used vehicles, while also developing localized medical and agricultural service hubs.

To tackle cooperation bottlenecks, the Action Plan defines tasks on industrial layout, market players, supporting services and innovative cooperation modes, including new barter trade to build the "equipment export‑capacity enhancement‑product backhaul" cooperation closed‑loop. Drawing on two national platforms — the China‑Africa Economic and Trade Expo and the China‑Africa In‑depth Economic and Trade Cooperation Pilot Zone, Hunan recorded Africa‑oriented trade ranking first among central and western Chinese provinces in the 14th Five‑Year Plan period.
