On Sept 18, customer managers from the Tongchuan branch of State Grid Shaanxi Electric Power visited Mingdi Group in the city to provide policy interpretation, energy efficiency diagnostics, electricity consumption and cost analysis, and as well power supply reliability analysis.

They tailored a "one enterprise, one policy" analysis report and guided Mingdi Group in adjusting high-energy-consuming processes at the midday peak period of new energy generation, participating in local consumption of new energy and benefiting from market-oriented policies.

During the critical period of new energy generation, the Tongchuan branch employed methods, such as industry screening, load identification, on-site verification and classification archiving, and identified 226 potential users for promoting energy consumption.

It conducted an inspection of each user's production characteristics, adjustable loads and potential for green power replacement, established "one enterprise, one policy" reports and hoped to activate adjustable resources on the demand side.

A director surnamed Yuan from the electrical department of a leading enterprise in the aluminum-related processing industry chain said: "In the past, we were unclear about time-of-use electricity pricing and dared not to adjust our production plans. Now, the power company comes to us to explain policies and tailor a 'one enterprise, one policy' energy use plan."

"By scheduling more production during high new energy generation periods, we've not only consumed surplus green electricity but also saved a significant amount on electricity costs," Yuan said, adding that it is a win-win situation.

With the deepening of electricity system reforms, the Tongchuan branch has innovated "one enterprise, one policy" services for major customers. It conducted an in-depth analysis of 10 energy use sub-indicators across seven dimensions such as enterprises' industry chains, electrical supply and demand, new energy, and market development.

The branch focused on the characteristics of Tongchuan's coal, cement and aluminum industry chains and provided comprehensive suggestions including customer-side equipment maintenance analysis, electricity market analysis, and analysis of energy efficiency and carbon emission. Calculations show that the approach has helped companies save electricity cost by 440,000 yuan ($65,991).

Leveraging the opportunity of "one enterprise, one policy" specialized research, the branch has detected market fluctuation signals of industries and guided enterprises in developing comprehensive energy-saving and carbon-reduction projects. This has aided the development of projects including two photovoltaic projects and helped Mingdi Group earn the title of a national-level green factory. Energy efficiency services provided to the company's aluminum industry have been recognized as a key project in State Grid's social responsibility initiatives.

To date, through precise policy implementation, the Tongchuan branch have identified customers and helped consume a total of 18 million kilowatt-hours of electricity, expanding the space for new energy consumption and strengthening demand-side support for achieving the "dual carbon" goals.
