New substation boosts Yulin’s growth
At 9 am on April 29, newly commissioned equipment at the 330 kilovolt China Coal Substation began its 24-hour trial operation, marking the completion and launch of the Yulin China Coal 330 kV Power Transmission and Transformation Project — the first 330 kV transmission and transformation project of State Grid Shaanxi Electric Power Company during the 15th Five-Year Plan period (2026-30).
The project delivers stable, clean power to underpin the green transition and high-quality growth of Yulin's energy and chemical industry. It carries great significance for supporting Shaanxi province's "three-year campaigns", boosting the efficiency of northern Shaanxi's energy economy and advancing China's dual carbon goals.
As a key infrastructure project backing the national-level Yulin energy and chemical base, securing power supply for major industrial programs and improving the regional 330 kV grid layouts, this development includes one brand-new 330 kV-China Coal Substation and upgrades and expansions to two existing substations.
Once operational, it will reliably meet the power demand for flagship projects such as the 300,000-metric-ton-per-year polyethylene facility at the China Coal Yulin Coal Deep Processing Base, while strengthening the reliability and flexibility of the local power grid.
During construction, the team members overcame multiple hurdles: frigid winters, frequent sandstorms, a narrow construction window and complex coordination requirements in Yulin.
State Grid Shaanxi Electric Power Company took targeted measures to streamline pre-construction procedures, optimize site management, ensure resources were available and enforce strict safety and quality controls. It established an efficient delivery framework featuring on-site leadership, cross-team coordination and tracking tasks through to completion.
Green construction practices, standardized workflows and mechanized operations were applied throughout construction, allowing the project to come online nine months ahead of schedule.
