Qingdao Port offers bunker services for vessels at anchor

Bunker supply ship Dadongkai 6 operated by Sinopec Fuel Oil Shandong Co Ltd arrived on March 14  at No 3 anchorage in Qingdao Port - a subsidiary of Shandong Port Group (SPG), based in East China's Qingdao city - to transfer 1,500 tons of low-sulphur fuel oil to the waiting huge crude oil tanker Escapade.

The marine fuel or bunkers it took on board was to power the 246 meter-long Gabon-flagged vessel on its current voyage to Indonesia, where it is estimated to arrive on March 28.

The supply maneuver marked the launch of the first bunker supply service for vessels moored at anchorages outside fixed berths in Qingdao, thanks to Qingdao Port's concerted efforts.

According to officials, since the implementation of the new International Maritime Organization legislation IMO 2020 on Jan 1, 2020 - aimed at reducing emissions from ships globally - China has offered policies like export tax rebates for international-flagged vessels receiving domestically produced low-sulphur fuel oil at China's bunker ports. The development is widely believed to be great news for accelerating the growth of ship-to-ship bunker supplies.

Qingdao Port operated by SPG has proactively seized the opportunity, promoting various business opportunities such as the construction of a logistics channel for collecting low sulphur fuel oil via water, rail and road, a warehouse overseeing exported products, as well as the launch of ship-ship bunkering services at anchorage sites.

Meanwhile, a joint venture - Shandong Port Qinggang Shihua Energy Development Co Ltd - was recently established by Sinopec Fuel Oil Co and Shandong Port Trade Group in a bid to promote  internet-based services for bunkering oil supplies at Qingdao Port. It has reportedly laid a solid foundation for the fast-growing business of supplying ships there with marine fuel.

The establishment of facilities to supply marine fuel for vessels mooring at anchorage spots is expected to attract more vessels to receive fuel oil at Qingdao Port, which will improve its competitive edge.

Furthermore, the new business is seen as unlocking Qingdao Port's market potential in bunker fuel services, helping to turn Qingdao Port into a ship-to-ship fuel oil supply center in Northeast Asia - in the process strengthening SPG's competitiveness in the international market.
