Shaoxing maps a vision of noble governance

Zhuji, Shaoxing, in Zhejiang province, is integrating grassroots governance into all aspects of local administration as it advances its strategy to build a model city for shared prosperity through coordinated industrial, urban, cultural and human-centred development.
Progress in public safety and the rule of law has been consolidated, with workplace accidents declining for five consecutive years, zero serious road traffic accidents recorded for four straight years, and public satisfaction with safety reaching 97.46 percent. In 2024, Shaoxing ranked first in the provincial peace and safety assessment and was recognized as a national model city for law-based government.
During this year's national college entrance examination, public security authorities used an integrated monitoring system to manage low-altitude airspace above test centers around the clock, responding to multiple alerts and ensuring a quiet environment for candidates.
Shaoxing is also upgrading standardized social governance centers to integrate resources and provide one-stop services for public requests and dispute resolution. This year, 99.3 percent of disputes in key sectors were resolved, with 83.9 percent handled through these centers.
