Upholding "Shanghai Spirit" to deepen practical cooperation and provide high-quality legal safeguards for modernization drive

Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP) of China, held separate working meetings with the prosecutors general of Kyrgyzstan, Russia, Tajikistan, Belarus and Kazakhstan on the sidelines of the 22nd Prosecutors General Meeting of the Shanghai Cooperation Organization (SCO) Member States in Bishkek, Kyrgyzstan, from July 24 to 26.

During the meetings, Ying reviewed the interactions and cooperation between Chinese procuratorial organs and those of other SCO member states, presenting developments in the rule of law, the judicial system and procuratorial work of China.

He said that comprehensive law-based governance is a fundamental principle of China's Constitution and the basic strategy for State governance. Under the leadership of the Communist Party of China (CPC), the country is advancing on the Chinese path towards modernization, ensuring the rule of law in all aspects.

The just-concluded third plenary session of the 20th CPC Central Committee outlined strategic plans for further comprehensively deepening reform, including in the legal field, to advance Chinese modernization, he noted.

Ying said that Chinese procuratorial organs are thoroughly implementing the decisions of the plenum, deepening the procuratorial practice of Xi Jinping Thought on the Rule of Law, further advancing reforms comprehensively in the procuratorial field, and striving to modernize procuratorial work to support and serve Chinese modernization.

China's SPP is willing to work with the prosecutor general's offices of other SCO member states, under the strategic guidance of the heads of state, to uphold the "Shanghai Spirit", foster the concept of a community with a shared future, and implement the Astana Declaration of the SCO Council of Heads of State, he said.

Ying also expressed China's readiness to deepen friendly exchanges and practical cooperation with other SCO members, share experiences in legal reform, and promote the development of the mechanism of the Prosecutors General Meeting of the SCO Member States in order to further deepen and solidify high-quality Belt and Road cooperation, and provide strong legal safeguards for building a common home of unity, mutual trust, peace, prosperity, good neighborliness, fairness and justice.

The five prosecutors general praised China's contributions to deepening the development of the mechanism of the Prosecutors General Meeting of the SCO Member States. They admired China's efforts in further comprehensively deepening reforms in the rule of law and the role played by Chinese procuratorates in advancing national modernization.

They agreed to strengthen exchanges and interactions with Chinese procuratorates and learn from their experiences in promoting IT application, deepening procuratorial reforms and serving national modernization.

The prosecutors general also expressed the hope to enhance practical cooperation in combating transnational crimes, terrorism, religious extremism, prosecutors training and mutual visits, to improve the procuratorial capabilities and levels of their own countries, better serving their respective modernization efforts.

During their meetings, Ying signed a bilateral cooperation agreement with Maksat Asanaliev, Prosecutor General of Kyrgyzstan, a bilateral cooperation plan for 2025-26 with Igor Krasnov, Prosecutor General of Russia, and a protocol on the amendment of the memorandum of understanding on strengthening cooperation between the SPP and the Prosecutor General's Office of Kazakhstan on border area prosecution agencies with Prosecutor General of Kazakhstan Berik Assylov.

Yang Jinghai, Chief Prosecutor of the People's Procuratorate of Shanxi Province, Li Yongjun, Chief Prosecutor of the People's Procuratorate of Inner Mongolia Autonomous Region, and Gao Jiming, Chief Prosecutor of the People's Procuratorate of Xinjiang Uygur Autonomous Region, as well as Chinese Ambassador to Kyrgyzstan Du Dewen, attended the meetings.
