The Baise pilot zone for advancing China's opening-up in Guangxi Zhuang autonomous region has launched new preferential policies to attract high-caliber talents, said Sun Ruijun, director of the organization department of the CPC Baise Municipal Committee, during a press conference on Feb 28.
High-caliber talents in major industries who come to Baise will be able to get a settling-in allowance of up to 1 million yuan ($154,510) and a subsidy of up to 1 million yuan for purchasing a house.
A total of 30 new policies in six areas - including enhancing talent cultivation, building talent innovation and entrepreneurship platforms, and optimizing the innovation and entrepreneurship environment - were launched on Jan 29 to speed up the attraction of innovative talents to Baise.
Talent enclaves will be built by Baise in areas such as Beijing, Shanghai, Guangzhou and Shenzhen, where high-caliber talents and innovative resources can gather. This would overcome space issues, and offer direct services to the Baise pilot zone in areas such as talent cultivation and attraction, technology research and development, and the industrial application of research findings.
In addition, R&D institutions in the pilot zone working in major industries such as aluminum, advanced manufacturing, information, distinctive agriculture and big health will be able to get an allowance of up to 5 million yuan as long as their revenue from science and technology services accounts for more than a half of their overall revenue.
