1. Information collection

The Investment Promotion Bureau of Baiyun District, governments at township and sub-district levels and industrial parks shall collect information on key enterprises, projects, properties and plots, conduct comprehensive analysis, and initiate cooperation.

2. Site investigation

The Investment Promotion Bureau of Baiyun District shall conduct field visits based on site-selection opinions, as well as the planning and requirements of the project. 

3. Information verification

The Investment Promotion Bureau of Baiyun District shall verify:

(1) the project application report (feasibility study report), which includes project name, investors, market background, construction standards, project scale, potential site, technological processes, construction planning and economic benefits (which include total investment, expected capacity, and estimated tax payments);

(2) Baiyun district project profile form;

(3) copies of business licenses, identification cards of legal representatives and major investors (overseas enterprises shall provide business registration certificates or other legal documents that  can confirm the due incorporation and valid existence of the company);

(4) investors’ sales revenue, tax certifications and product photos in the first three fiscal years;

(5) copies of certificates of national laboratories, technology centers or engineering centers at or above provincial levels, national high and new technology enterprises, invention patents or documents that can prove the technological capability of the enterprise;

(6) copies of certificates of well-known trademarks or famous trademarks at or above municipal levels, government quality awards at or above provincial levels, mayor quality awards at or above district levels and famous-brand products of Guangdong province.

4. Key project assessment

(1) Enterprises applying for land utilization shall submit relevant documents, including the Baiyun district project profile form;

(2) The Investment Promotion Bureau of Baiyun District shall take the initiative to conduct research and evaluations on investment promotion;

(3) Decision-making bodies shall review the projects; 

(4) Verified projects shall be included in administration for further arrangement.

5. Signing and launching

After key enterprises or projects are determined to settle, the Investment Promotion Bureau of Baiyun District shall cooperate with governments at township and sub-district levels and industrial parks in conducting follow-up work, including signing, approval, construction and operation.
