Baiyun district has three national science and technology incubators. With science and technology industries and the airport economic zone in the region, Baiyun has created a number of influential innovation entities in such fields.

Baiyun focuses on the strategy of building Guangzhou into an international science, technology and innovation hub. The Zhongluotan Vocational Education Park, the district’s universities, scientific research institutes, high-tech enterprises, incubators, accelerators and other innovation resources, and the fact that Guangzhou Private Science and Technology Park has been included in the Pearl River Delta National Independent Innovation Demonstration Zone and become one of the first national entrepreneurship and innovation demonstration bases for micro and small-sized enterprises, have enabled Baidu to constantly strengthened the construction of its innovative technology platforms, public service platforms, financial service platforms and talent platforms to improve its policy system and institutional guarantee for promoting innovation, and has created a regional innovation hub.

The district has made full use of its intellectual resources, implemented policy and financial support, increased scientific research investment, improved scientific and technological innovation system, strengthened the cooperation between industries, universities and research institutes, facilitated collaborative innovations and promoted the transformation of scientific and technological achievements and the industrialization of patented technology to push forward the conversion from element-driven development to innovation-driven development.

Baiyun has set up a number of influential scientific and technological innovation platforms based on the successful experience of the Guangzhou Private Science and Technology Park and Baiyun Lake Digital Science and Technology Zone. It has promoted the establishment of technical cooperation platforms with overseas institutions to forge influential scientific and technological innovation entities, and encouraged non-governmental organizations to build full incubation chains such as characteristic mass innovation space, entrepreneurship nurseries, incubators, accelerators and sci-tech parks.
