Nansha cross-border e-commerce realizes net purchase bonded import of $1.48 billion

The cross-border e-commerce symposium organized by the Port Office of Nansha Development Zone was successfully held on Feb 22.

Representatives from Nansha Customs, market supervision department, taxation department, and more than 30 representatives from Cainiao, JD.com, Netease Koala, Vipshop had a heated discussion about how to further promote the development of cross-border e-commerce in Nansha.

In 2018, Nansha's cross-border e-commerce realized net import of online bonded goods purchase by 9.87 billion yuan ($1.48 billion), an increase of 37.6 percent. The cumulative release of postal express mail was 1.76 million pieces, with a value of 392 million yuan.The customs clearance efficiency has further improved. Last year, Nansha's annual order volume was 36.6 million votes, a year-on-year increase of 49.7 percent, and the average daily import from Nansha exceeded 100,000.

Since 2013, Nansha has seized the major opportunity of the cross-border e-commerce comprehensive pilot zone in Guangzhou, and strives to innovate and develop the cross-border e-commerce industry.

With continuous business development, Nansha cross-border e-commerce has gradually improved its infrastructure.The Guangzhou Nansha Bonded Port Area Processing Zone began testing cross-border e-commerce business in September last year, further opening up a new carrying space for bonded online shopping business.

A new bonded warehouse of nearly 350,000 square meters will be added in 2019; Yeston Express and BC Station in the third phase of Container Terminal will soon be put into use.

At the same time, the ecological chain of bonded online shopping imports has gradually been formed. Tmall, JD.com, Netease Koala, Vipshop and other top e-commerce platforms in the country have set up logistics distribution bases in Nansha Bonded Port Area.

The goods of the e-commerce enterprise are stored in Nansha and it can realize the“one warehouse to send the whole network”to meet the needs of its sales and distribution on multiple platforms.

The Nansha policy package is also gradually improving. In 2017, Nansha introduced a cross-border e-commerce support method, including subsidies for rent and site construction for cross-border e-commerce commodity display platforms; giving rewards to platforms, special industry and warehouses.

At the end of 2018, the State Council executive meeting decided to extend and improve the cross-border e-commerce retail import policies and expand the application scope.The new policyclearly regulates the cross-border e-commerce retail imports according to the personal use of imported goods, making cross-border e-commerce retail imports different from the general trade regulation, which is a major positive policy for cross-border e-commerce business.

For example, the import of cross-border e-commerce cosmetics and health care products are not required to go to the food and drug supervision department to handle the first import license, greatly simplifying the import process.

In 2019, Nansha should optimize cross-border e-commerce commodity supervision process, enrich cross-border e-commerce business model, speed up the construction of infrastructure facilities and strengthen policy support.
