The Support Measures for the Development of the Nansha Demonstration Park for Talent Cooperation between Guangdong, Hong Kong, and Macao of China (Guangzhou) Industry Park of Human Resources Service
Article 1 Objectives of Formulation
These Measures are formulated for the purposes of implementing the Management Measures for National-Level Industry Parks of Human Resources Service (For Trial Implementation), maximising the role of the Nansha Demonstration Park for Talent Cooperation between Guangdong, Hong Kong, and Macao of China (Guangzhou) Industry Park of Human Resources Service (hereinafter referred to as the "Industry Park") as a platform for clustering institutions of human resources service and building a hub of talents, accelerating the development of the human resources service industry in Nansha District, and producing an industry agglomeration effect in the Guangdong-Hong Kong-Macao Greater Bay Area.
Article 2 Applicability
These Measures apply to enterprises, organisations, or institutions in the human resources service industry and related modern service industries that have settled in the Industry Park by selection and approval (hereinafter referred to as "settle-in entities").
Article 3 Support Principles
The development of the Industry Park is divided into three stages. Differentiated supports will be given to settle-in entities in the Industry Park at different stages. The earlier the settle-in, the greater the support. Stage I is the incubation stage, starting from the inauguration of the Park to December 2020; Stage II is the growth stage, starting from January to December 2021; Stage III is the stable improvement stage, starting from January 2022 to December 2024.
Article 4 Supports
1. Reward for Settling in the Industry Park
For any entity newly registered in Nansha District and settled in the Industry Park with a business revenue of and above one million yuan (CNY 10,000,000) within two (2) years since the settlement, a one-off reward may be granted as follow: one hundred thousand yuan (CNY 100,000) for entry in Stage I, sixty thousand yuan (CNY 60,000) for entry in Stage II, and thirty thousand yuan (CNY 30,000) for entry in Stage III.
2. Reward for Operation Contribution
For any settled-in entity, a reward may be granted each year since the settlement in accordance with its contribution to the economy of Nansha District in the following proportions: eighty-five percent (85%) for entry in Stage I, fifty percent (50%) for entry in Stage II, and thirty percent (30%) for entry in Stage III.
3. Subsidy for Offices
Under the principle of payment before subsidisation, any settled-in entity with actual offices utilisation rate of no less than ninety percent (90%) may be granted a subsidy in accordance with certain proportion to the rent of the office space in the Industry Park: one hundred percent (100%) for entry in Stage I, fifty percent (50%) for entry in Stage II, and thirty percent (30%) for entry in Stage III.
4. Subsidy for Property Management
Under the principle of payment before subsidisation, a subsidy may be granted in accordance with certain proportion to the property management fees paid by any settled-in entity for the office space rented in the Industry Park: one hundred percent (100%) for entry in Stage I, fifty percent (50%) for entry in Stage II, and thirty percent (30%) for entry in Stage III.
5. Subsidy for Use of Public Facilities
Under the principle of payment before subsidisation, a subsidy may be granted in accordance with certain proportion of the expenses of any settled-in entity in renting training rooms, assessment rooms, and meeting rooms in the Industry Park: one hundred percent (100%) for entry in Stage I, subject to a maximum cumulative amount of one hundred thousand yuan (CNY 100,000) each year; fifty percent (50%) for entry in Stage II, subject to a maximum cumulative amount of fifty thousand yuan (CNY 50,000) each year; and thirty percent (30%) for entry in Stage III, subject to a maximum cumulative amount of thirty thousand yuan (CNY 30,000) each year.
6. Subsidy for Exchange Activities in the Industry
For influential exchange activities in the industry with a nature of public welfare that are hosted by a settled-in entity in Nansha District and included into the annual activities plan of the Industry Park, including human resources summits, academic seminars, and professional forums, with no less than fifty (50) participating enterprises and one hundred (100) participating individuals, a subsidy of fifty percent (50%) of the activity costs may be granted. Such subsidy shall not exceed two hundred thousand yuan (CNY 200,000) per activity. For activities with over twenty percent (20%) of participants from Hong Kong and Macao, such as invited guests, enterprises, and team members, an extra subsidy of twenty percent (20%) of the activity costs may be granted. Such extra subsidy shall not exceed one hundred thousand yuan (CNY 100,000) per activity. Activities entrusted by the government or carried out through purchase of services and projects with fiscal support from the government are excluded therein. The subsidies set out herein shall not be enjoyed together with the subsidy for use of public facilities in Article 5.
7. Reward for Settle-in of Brand Activities
Settled-in entities are encouraged to promote permanent organisation of brand activities (or main event thereof) in Nansha, such as human resources summits, forums, and academic meetings that have already generated good influence in the society. A one-off reward of five hundred thousand yuan (CNY 500,000), three hundred thousand yuan (CNY 300,000), or two hundred thousand yuan (CNY 200,000) may be granted for each signed agreement on permanent organisation of international, national, or provincial (or the Guangdong-Hong Kong-Macao Greater Bay Area) level.
8. Reward for Recommendation
Upon approval of the Industry Park, if the settled-in entities recommend external enterprises in the human resources industry chain that meets the development demands of the Industry Park for settling in the Industry Park, and if the recommended enterprises have settled in Nansha for one full year and moved its place of industrial and commercial registration, taxation, and statistics into Nansha District, a one-off reward of ten percent (10%) of the economic contribution of the recommended enterprises to Nansha District in the year after its entry may be granted. The reward shall not exceed one hundred thousand yuan (CNY 300,000) per recommended enterprise. Settled-in entities are encouraged to recommend more enterprises, and no limit on the number of recommended enterprises shall be set.
A recommended enterprise shall meet at least one of the following requirements: ① being a top 1,000 enterprise of the world, major central enterprise, top 500 enterprise of China, top 500 private enterprise of China, multinational corporation recognised by or archived at the Ministry of Commerce, or a group headquarters or a directly controlled subsidiary of a leading enterprise of the human resources industry; ② being listed in an overseas (foreign) market, Shanghai Stock Exchange, Shenzhen Stock Exchange, or National Equities Exchanges and Quotations; ③having investment from Hong Kong or Macao (jointly invested by mainland, Hong Kong, and Macao investors or solely invested by Hong Kong or Macao investors); ④ having notable development potentials and innovation capability and an annual business revenue growth rate of no less than eighty percent (80%) for the past three years, or having received investment or financing of over ten million yuan (CNY 10,000,000); ⑤ being a high-quality institution of the human resources service industry, selected and recognised by the department of human resources and social security at provincial or higher level.
9. Reward for Special Contribution
Rewards for enterprises and projects that plays a major driving role or performs a key function may be determined based on the specific circumstances.
10. Other Supports
Settled-in entities that meet the conditions are encouraged to create service platforms to actively cooperate in the investment attraction of the Industry Park and the acceleration of clustering of the human resources industry in the Industry Park. Certain fiscal support from the treasury of Nansha District may be granted, subject to specific agreement.
Except for one-off rewards, all abovementioned supports will be implemented until December 2024.
Article 5 Where any project or matter that meets the requirements herein meets the requirements of the "one enterprise one policy" of Nansha District or other support policies of Nansha District (including policies of supporting or undertaking funds required of Nansha District by superior departments), support will be given in accordance with the policy that grants the largest subsidy, unless it is otherwise specified.
Article 6 Entities that has settled in the Industry Park shall operate in the Industry Park for no less than five (5) years since the entry, and shall not change its tax payment obligation in Nansha District or reduce its registered capital. Otherwise, the entities shall return the granted amount immediately.
Article 7 These Measures shall come into force on the date of promulgation and shall remain in force until 31 December 2024. Where there is any change or adjustment to relevant laws, regulations, or policies within the validity term of these Measures, such change or adjustment shall prevail. Six (6) months prior to expiry, these Measures will be evaluated and revised based on the implementation in accordance with laws. These Measures are interpreted by the Nansha District Bureau of Human Resources and Social Security of Guangzhou Municipality.
