Medical Assistance Scheme for Secondary Reimbursement in Nansha District of Guangzhou Municipality

For the purpose of further regulating secondary reimbursement of medical assistance in Nansha district, exploring and solving the problems of poverty caused by illness and return to poverty due to illness, providing medical assistance accurately, and improving the people's sense of access and well-being, this scheme is hereby formulated in light of the realities of Nansha district. The details are as follows:

I. Assistance Principles

1. Government leadership and interdepartmental coordination to guide social participation;

2. Reasonable overall planning and accurate assistance, and close connection with the social security system;

3. Stronger supervision, openness, and transparency to form an operation mode featuring long-term sustainability.

II. Operation Mode

(I) Assistance Mode

Secondary reimbursement refers to the reimbursement of the part of agreed medical expenses not-reimbursed by medical insurance and medical assistance for urban and rural residents in Guangzhou, "Yinling Ankang" commercial insurance funded by the municipal health department and other social security plans; the secondary reimbursement system shall be connected with medical insurance, hospital, and other systems to ensure one-stop immediate settlement. The system adopts a multi-level financing mechanism of "government funding, collective support, and individual payments". The premium is 300 yuan ($47) per person per year, which may be dynamically adjusted according to the fund balance and financial conditions of the system. All social sectors are encouraged to make donations as required to ensure the long-term and sustainable operation of the project.
