Notice of the General Office of Nansha District People's Government of Guangzhou Municipality on Issuing the Medical Assistance Scheme for secondary reimbursement in Nansha District of Guangzhou Municipality

Towns and street communities shall do a good job in supporting the implementation of the secondary reimbursement system, and provide support and convenience to the operators; and be responsible for the scheme promotion, qualification review, confirmation of the list of participants, allocation of supplementary support at the town/street community level, collection and payment of premiums for participants in villages and residences within their respective jurisdictions.

(III) Operators

Operators shall be responsible for the specific implementation of secondary reimbursement; the publicity of secondary reimbursement policies; business consultation, training guidance, input and verification of insurance information; and review, settlement, allocation and objection handling of secondary reimbursement funds.

They also shall provide "one-stop" settlement services for secondary reimbursement, guarantee the smooth connection between the compensation for "Yinling Ankang" commercial insurance funded by the municipal health department, medical insurance and medical assistance for urban and rural residents in the district with the settlement system of secondary reimbursement; set up a service window and allocate staff for secondary reimbursement affairs in designated hospitals in the district; open a special account for secondary reimbursement funds; and cooperate with third-party institutions to proceed with project supervision, evaluation and audit.

(IV) Third-Party Supervision, Evaluation and Audit Institutions

Such institutions shall be responsible for the supervision, evaluation and audit of the implementation of services, social effects of project operation as well as the project management quality of the operators, and issuing reports regarding their supervision, evaluation and audit on an annual basis; accepting the complaints and feedback from participants, carrying out door-to-door questionnaire-based surveys, and assisting Nansha district bureau of civil affairs in handling special cases and other relevant work.
