Notice of the General Office of Nansha District People's Government of Guangzhou Municipality on Issuing the Medical Assistance Scheme for secondary reimbursement in Nansha District of Guangzhou Municipality

Secondary reimbursement special funds will adopt a financing mechanism of "government funding, collective support, and individual payments", to ensure the long-term and sustainable operation of the project. The fund sources may include financial funding at the district and town/street community levels, individual payments (may be supported by village collectives), interest income of the funds, surplus of the funds in the previous year, etc.

The financing standard is 300 yuan per person per year, for which the district and town/street community financial departments shall contribute 100 yuan per person per year, respectively (which can also be social donation); the remaining 100 yuan shall be paid by individuals (or by financially viable village collectives). For the impoverished people entitled to medical assistance, the individual payment will be funded by the district and town/street community, with each paying half of the amount.

Participants shall pay the premium in full according to the insurance period of secondary reimbursement, and the paid amount is non-refundable and non-transferable.

(II) Fund Collection, Payment, and Management

Each secondary reimbursement insurance period is one calendar year (i.e. Jan 1 to Dec 31 of each year). From Oct 1 to Dec 10 every year, individuals shall handle formalities for next year's insurance and pay the annual premium in full. Prior to Dec 31 of the same year, each town/street community shall transfer the premiums of the participants into the special account for the designated secondary reimbursement funds.

After the application deadline, people with financial difficulties newly recognized by relevant departments shall be entitled to secondary reimbursement from the date of such determination. Eligible newborn babies with household registration in Nansha district may apply for secondary reimbursement insurance after the deadline and pay the premium in full by the quarterly standard; they may enjoy corresponding benefits from the quarter of such payment.

Secondary reimbursement funds must be exclusively used for the purpose of secondary reimbursement; no entity or individual is allowed to intercept, occupy or
