included in the budget of the next year after being approved by the competent department.
5. After the compensation fund is received, the cooperative bank shall carry out liquidation and other relevant procedures.
6. For the compensated NPLs, after full performance of the obligation of recourse and completion of liquidation, according to the proportion of compensation obtained for the NPL, the cooperative bank shall, according to the compensation standards and after receiving the collected and handled funds, report the recovered funds for review and return them to the district financial department according to procedures within 10 working days.
7. For NPLs that cannot be fully recovered despite strong efforts, the cooperative bank shall write them off through legal procedures and report them to the entrusted management organization for re-examination. After review, the entrusted management organization shall regularly report relevant information to the relevant department.
Chapter VI Supervision and Assessment
Article 17 The cooperative banks and entrusted management organization shall strengthen the post-loan management and supervision of projects covered by the Capital Pool. The entrusted management organization shall, on a regular or unscheduled basis, carry out post-loan inspections together with the cooperative banks. The cooperative banks shall report the loan implementation to the entrusted management organization every quarter. If there is anything out of the ordinary, the entrusted management organization shall report to the district science and technology department in a timely manner.
Article 18 If an enterprise supported by the Capital Pool violates financial discipline, practices fraud, or fails to provide financial statements, project progress reports or other documents according to the requirements of daily management, the cooperative banks and the district science and technology department shall have the right to suspend and recover in advance the loan given to the enterprise and reserve the right to investigate its legal responsibility.
