Tianhe to boost development of high-end services
Guangzhou's Tianhe district is seeking public opinions on its latest measures in order to boost the high-quality development of its high-end professional service industry.
Newly settled high-end professional service enterprises that have an annual operation revenue of over 100 million yuan ($14.44 million), and have achieved an annual growth of over 10 percent within the first three full accounting years after registering in the district will be rewarded with a percentage of their contributions to the district's economic development. The maximum award limit for each enterprise is set at 20 million yuan.
Special rewards and supporting measures will be formulated by Tianhe for headquarter enterprises that are affiliated to global top 500 companies, China's top 500 companies, and China's top 100 service companies.

High-end professional service industrial enterprises that are registered in Tianhe will be granted a reward of 100 percent of their contributions to the district's economic development, if their turnover exceeds 100 million yuan within the first full accounting year after becoming a legal entity. In the second and third full accounting years, 100 percent of their incremental contributions will be awarded back to them. Accumulated awards for each enterprise shall not exceed 10 million yuan.
For high-end professional service enterprises above the designated size that have an operating revenue of over 50 million yuan, a reward of 40,000 yuan will be given to them for every 10 million yuan increase in operating revenue. The maximum limit per enterprise is 5 million yuan.
A one-time reward of 100,000 yuan will be given to enterprises above designated size that reach an income of 50 million yuan for the first time. To attain this reward, the enterprises need to be registered within the district and work in fields such as real-estate, business services, scientific research, and technical services.
A subsidy equal to 10 percent of the actual purchase price for an enterprise's Tianhe office space will be given to the top 10 highest earning enterprises in the fields of human resources, legal services, consulting, advertising, scientific research, and technical services. This subsidy's maximum limit is 20 million yuan. For enterprises that rent office spaces within the district, a one-time subsidy of up to 5 million yuan will be given, with the standard of no more than 1,000 yuan per square meter.
Newly introduced talents that hold master's degrees and doctorate degrees will receive a one-time reward of 30,000 yuan and 50,000 yuan, respectively, if they are employed by a top 10 highest earning enterprise in the fields of human resources, legal services, consulting, advertising, scientific research, and technical services.
