Tianhe to become highland for high-level talents
Guangzhou's Tianhe district is seeking public opinions for its talent development plan for the 14th Five-Year Plan period (2021-25).
According to the plan, Tianhe will be built into a high-level talent highland, taking lead in the Guangdong-Hong Kong-Macao Greater Bay Area regarding national competitiveness and international influence.
By 2025, the number of talents in the district will total 1.05 million, while that of high-level talents will reach 1,500. At that point, high-skilled talents will account for 35 percent of Tianhe's technical talents.

Tianhe Smart City will be integrated into the development of the Guangzhou-Shenzhen-Hong Kong-Macao Technological Innovation Corridor and Guangzhou's sci-tech innovation axis. It will strive for the settlement of major science devices and innovation platforms.
The district will focus on the construction of the Wushan-encircled innovation source area, and improve its industry-university-research cooperation model to build an ecosystem for industrial innovation talents.
In addition, the plan put forward accelerating the construction of modern urban industrial parks and modern urban industrial buildings. By 2025, the number of employees in modern urban industrial enterprises above designated size in Tianhe will reach 30,000.
Based on the Tianhe Talent Port's one-stop service platform for international talents, the district will boost the upgrading of services in Guangyue and Huijing international communities, and will accelerate the construction of the Tianhe CBD talent service station.
A "talent apartment + housing allowance" system will be created in Tianhe, while construction of the talent apartments at the southern part of Tianhe Smart City will be accelerated. New market-oriented rental models will be explored to increase the supply of talent apartments.
