Hainan FTP's first 'zero-tariff' imported helicopter ready for take-off

On Aug 18, Hainan Free Trade Port's (FTP) first "zero-tariff" imported helicopter, the AW109E, arrived at Jinlin Haikou Jiazi Navigation Airport.  

The helicopter was cleared and released at Haikou Port on Aug 10. The tax was reduced by 613,000 yuan ($94,385), about 15 percent of the total. This indicates that the Hainan FTP's "zero-tariff" imported vehicles and yachts have achieved full coverage of land, sea and air.

This helicopter is made by Italian manufacturer AgustaWestland, and was purchased by Hainan Haizhi General Aviation Co Ltd from a seller in Mexico. It is a light, twin-engine, eight-seat multi-purpose helicopter, and is mainly used for low-altitude sightseeing.

The "zero tariff" policy for transportation and yachts in the Hainan FTP was released on Dec 29, 2020 by the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation. It states that companies that are registered in the Hainan FTP, have independent legal personality, and are engaged in transportation and tourism can import vehicles, aircrafts, ships and yachts for transportation and tourism with free import duties, import value-added tax and consumption tax.
