Hainan to set up 1-2 children-friendly pilot cities by 2025

According to the latest implementation plan jointly released by authorities in South China's island province of Hainan, the province will set up one to two children-friendly pilot cities by 2025.

The province plans to follow the concept of children-friendly cities that adhere to the advancement of social policies, public service, rights protection, the creation of a growth environment, according to a newly released plan.

The plan proposes to promote children-friendly principles through top-level policy design, and embody the concept of "viewing the city from a height of one meter" for urban construction and design.

Public centers for infant care will be available in all areas around the province by 2025, and preschool education admission rates must reach at least 92 percent, and children in public kindergartens must account for 55 percent of all the children in the province.

According to the plan, the cities of Haikou, Sanya, Danzhou, and Qionghai will enhance regional child welfare services for orphans, children without guardians, and HIV-infected children, while also improving care and protection systems for rural stay-at-home children and those in financial need.

In October, 2021, the central government issued guidance to carry out child-friendly pilot city planning in 100 cities across the country.
