In order to further relax the market access of Hainan Free Trade Port and create a more open, transparent and predictable investment environment, the National Development and Reform Commission and the Ministry of Commerce officially issued the Opinions on Special Measures for Relaxing Control over Market Access to Support the Construction of Hainan Free Trade Port on April 8, 2021 (hereinafter referred to as the “Special Measures”), supporting Hainan to try first and take the lead in breaking the situation.

The Special Measures put forward 22 specific measures in five major areas, including healthcare, finance, culture and education, among which some policies are directly related to Lecheng Pilot Zone, including establishing Hainan Electronic Prescription Center in Lecheng Pilot Zone, encouraging famous beauty medical institutions to settle in Lecheng Pilot Zone, allowing beauty medical institutions in Lecheng Pilot Zone to use medical and beauty products launched in the United States, European Union, Japan and other countries or regions in batches, and supporting medical institutions in Lecheng Pilot Zone to conduct clinical trials, etc.

Promoting the construction of Hainan Free Trade Port and building a new open economic system with a higher level are the major responsibilities and historical missions entrusted to Hainan Province by the CPC Central Committee and the State Council.
