Zhejiang Moganshan Hi-tech Industry Development Zone

Zhejiang Moganshan Hi-tech Industry Development Zone was formerly known as Deqing Economic Development Zone. The zone was established in 1992 and was approved by Zhejiang Provincial People's Government in the first batch of provincial economic zones in October 1993. In September 2015, the State Council approved the economic zone and upgraded it to a national high-tech industrial development zone.

The approved planning area of the zone is 6.65 square kilometers, and the total area under its jurisdiction is 74.74 sq km. It includes four parks: Chengbei Hi-tech Park, Geographic Information Town, General Aviation Industry Park and Intelligent Ecological City.

In recent years, the zone has been implementing the new mode of integrating government, industry, universities, research institutions, financial institutions and sci-tech intermediary, and unceasingly promoting the transformation and upgrading of traditional industries and the introduction and cultivation of emerging industries.

It has formed a pattern of four major industries of high-end equipment manufacturing, geographic information, biomedicine and general aviation.

The high-end equipment manufacturing industry, represented by Zhejiang Dingli Machinery Co Ltd and CETC Deqing Huaying Electronics Co Ltd, focuses on the upgrading of traditional manufacturing to modern intelligent manufacturing, with an annual output value of 12 billion yuan ($1.68 billion) in the past three years. Dingli's intelligent aerial working equipment and Huaying's crystal materials and radio frequency components have sold well at home and abroad.

The geographic information industry, represented by Qianxun Spatial Intelligence Inc and EV-Image, relying on Zhejiang Geographic Information Industrial Park and Deqing Geographic Information Town, focuses on the research and development (R&D), manufacturing and application of geographic information, and has doubled its output value and tax revenue for three consecutive years.

The bio-pharmaceutical industry, represented by Zhejiang Jolly Pharmaceutical Co Ltd and Chiatai Qingchunbao, is an advantageous industry in the zone, with an average annual growth rate of more than 15 percent. Also, Wolwo Pharma, Zhejiang Coloray Technology Development Co Ltd and other enterprises have grown rapidly.

The general aviation industry, represented by China Aviation Industry General Aircraft Research Institute and State Grid General Aviation Co Ltd, focuses on the development of general aviation equipment manufacturing, technology R&D, aviation logistics, and tourism and leisure, as well as the development of the General Aviation Intelligent Town.

To date, the Moganshan zone has gathered 197 enterprises above the designated scale, 45 enterprises with operating income of 200 million yuan or above, five enterprises listed on the main board of the A-share market, and 78 high-tech enterprises. In 2017, it ranked 89th in the comprehensive evaluation of national high-tech zones, and fourth among the eight national high-tech zones in the province.

In 2016, the zone's total industrial output value reached 54.94 billion yuan, up 8 percent year-on-year. Its GDP reached 12.04 billion yuan, up 7.6 percent year-on-year, and the total import and export volume reached 7.75 billion yuan, up 20.1 percent year-on-year.

From January to November 2017, the zone's fiscal revenue reached 2.14 billion yuan, up 18.1 percent. The total output value of industries above the designated scale reached 47.54 billion yuan, up 16.7 percent. The added value of high-tech industries reached 6.02 billion yuan, up 9.2 percent, and 14 new high-tech enterprises and 29 projects were identified. Investment in fixed assets reached 12.01 billion yuan, up 20 percent, of which industrial investment reached 7.56 billion yuan, up 16.5 percent.

The zone will gather innovation and development factors, further expand characteristic industrial advantages, promote technological progress and strengthen its capability in independent innovation, in a bid to form a powerful engine to drive adjustment of the regional economic structure and promote the transformation of economic development. The zone is striving to become a leading national innovative characteristics industrial park.
