Authorities in Liuhe town in Taicang, a county-level city in East China's Jiangsu province, have implemented a series of measures to achieve high-quality development.

For example, For instance, authorities have appointed 12 local residents to help build industrial parks that are free of extraneous odor.

The main duty of the appointed residents is to identify the extraneous odor and conduct investigations, said local authorities.

Liuhe had in June launched a campaign to carry out monitoring of certain enterprises and their surrounding areas. Feedback provided by residents will be a major factor in the evaluations.

According to the action plan released by the Liuhe authorities in June, evaluations by the residents will account for half of the total scores.

The new evaluation system has compelled Liuhe's related enterprises to invest more than 200 million yuan ($28.64 million) to deal with 265 environmental issues, according to authorities.

Building industrial parks that are free of extraneous odor is part of efforts by authorities to optimize the area's business environment, said a local official.

Authorities have since last year been taking steps such as recycling idle land to channel more resources towards the town's pillar industries – high-end equipment, advanced materials and digital economy.

The construction of 24 major projects with a combined investment of 26.9 billion yuan in the town started this year. These projects, which are related to the town's pillar industries, will be critical to advancing Liuhe's high-quality development, said local authorities.
