NETDA streamlines approvals system for construction projects

In order to improve the examination and approvals system for construction projects and boost its  business environment, the Nantong Economic & Technological Development Area or NETDA – in Nantong city, in East China's Jiangsu province – has acted.

It has reportedly started trial operations of a program to issue one certificate for start-up projects – which covers what previously required multiple certifications – immediately after the clearance of a project's land-use rights.

One example of the initiative is a project for Jiangsu Gensciences Bio-Pharmaceutical Co Ltd, with a  total investment is 5 billion yuan ($773.15 million), of which about 1 billion yuan is invested in equipment and 1 billion yuan in research and development.

The total land area of the project is about 853,333 hectares and the total construction area is about 125,000 square meters. After the project is completed, the estimated annual output value will be 2 billion yuan.

The NETDA authorities reportedly closely cooperated with the project team and as a result the company secured the land-use rights in record time, which was said to reflect the new speed and efficiency of administrative process.
