Nanyang introduces new measures to benefit citizens

Nanyang issued a "Notice on Doing a Good Job in Facilitating Elderly and Other Groups' Affairs Services" on Jan 20 in order to make applying for government services more convenient for elderly people, according to the Municipal Services and Big Data Administration.

The "Notice" focuses on the most frequently used services in the daily lives of the elderly and other groups, and requires entities at all levels to provide and support cash and bank card payment services to enhance the "one-stop" service capabilities.

Before the end of March this year, departments at all levels should establish, improve and implement service mechanisms such as consultation and guidance, on-site guidance, on-site assistance, and on-site agency services for the elderly, in order to facilitate the handling of affairs by the elderly. For seniors over 80 years old, in principle, door-to-door services should be implemented.

Before the end of June, service halls at all levels should sort out and establish a list of services most frequently used by the elderly, and set up a comprehensive reception window for the elderly in combination with a green channel. If conditions permit, a special window for comprehensive acceptance of the elderly or a special service area for the elderly can be set up.

Before the end of December, it is necessary to extend the handling of high-frequency matters such as pension receipts and treatment qualification certification to the grassroots level, and at the same time deliver a batch of high-frequency services such as pensions, social insurance, medical insurance and household registration.

Government affairs platforms at all levels should have functions such as authorized agents, relatives and friends, and a mobile phone number to bind multiple people. By the end of this year, the whole process of "online handling" and "smart handling" of government services involving the high-frequency use of the elderly will be basically realized.

Service halls at all levels must not use the "health code" as the only voucher required for personnel to pass, and it is necessary to promote the application of government services to adapt to aging reforms, so that they are convenient for the elderly to operate and use.

At the same time, the "green channel" function of government services will be expanded, and services such as those for the elderly, the disabled and emergency travel will be included in the "green channel" service.
