The 14th Five-Year Plan of Nanyang

From Jan 27 to 28, Nanyang held the 12th Plenary Session of the 6th Nanyang Municipal Party Committee and the Nanyang Municipal Party Committee Economic Work Conference.

The meetings approved the proposals on the "14th Five-Year Plan" and the long-term goals for 2035. They made a series of plans to build an emerging regional economic center, develop a nationwide integrated transport hub, accelerate industrial clusters, and revitalize rural areas on the path of socialist modernization in Nanyang.

Building an Emerging Regional Economic Center

Considering the external environment and municipal growth, the Nanyang government decisively put forward the goal of Nanyang's becoming an emerging regional economic center during the "14th Five-Year Plan" period.

By the end of that period the annual average growth rate of main economic indicators in Nanyang will be higher than the provincial average. Its GDP will exceed 500 billion yuan and approach 600 billion yuan, ranking among those of the top three cities in Henan province.

With an upgraded economic structure, Nanyang will witness the continuing surge in the production pattern of "one major industry, one new industry, and one special industry". The industrial foundation will be further improved and the industrial chains will be greatly modernized in equipment manufacturing, green food, metallurgy and building materials.

Developing a Nationwide Integrated Transport Hub

The city expects to relocate Nanyang Airport and build an international one integrating travel and logistics channels. More efforts will be made to plan and build the airport economic zone and many general aviation airports. Construction projects will soon start in the Hexi High-speed Railway of Nanyang, Xinyang and Lu'an and the High-speed Railway of Nanyang, Zhumadian and Fuyang, creating a "star-shaped" railway network that includes operational facilities for bullet trains in Nanyang East Railway Station and a level II railway logistics base.

Moreover, the density of Nanyang's expressway network will reach the provincial average, and that of all national and provincial roads will reach at least level II of highway standards. The first and second phases of the Tang River re-navigation project will be completed, to be followed by an engineering feasibility study of the Tang River-Li River Canal project and the Bai River Shipping Project. A number of logistics harbor parks will also be constructed to improve the integrated transport system of air, water, rail and highway.

Creating a Modernized Nanyang with "Five Heights and One Home Land"

When it comes to the development of innovation in the region, capacity will be greatly enhanced with improved mechanisms and increased high energy-level platforms for scientific and technological innovation. In the development of regional economic power, the city's overall strength will rise substantially, achieving a major economic step and bringing its per-capita GDP close to the level of moderately developed countries. In the development of regional open trade access, Nanyang will establish a unified and open market system in a favorable environment and try to emulate the pioneering role of the Wolong Comprehensive Protected Zone.

Culturally, the spirit of the South-to-North Water Diversion Project and the influence of the "Four Sages" will become more extensive and far-reaching. Ecologically, water quality in the Danjiangkou reservoir will steadily be maintained at the appropriate standard supporting the stable vitality of green development and the efficient utilization of resources and energy. In building a happy homeland, the goal of modernizing urban social governance will be basically met, and equal access to basic public services will be attained. Nanyang can pursue balanced development across rural and urban areas and narrow the gap in people's living standards to make major progress toward shared prosperity.  

Accelerating Industrial Clusters

By the end of the 14th Five-Year Plan the city will have created three one hundred billion industrial clusters of equipment manufacturing, green food and metallurgical building materials, and have consolidated its position in meat production and processing, explosion-proof equipment manufacturing, digital photoelectricity, new materials and new energy across the whole province and even the country.

Fully implementing the Rural Revitalization Strategy

Nanyang will work wholeheartedly to solve issues related to agriculture, rural areas and farmers, and take solid steps to ensure rural vitality and modernization by enabling urban and rural regions to complement each other and promoting coordinated urban-rural development.   

Nanyang will shoulder the political responsibility of ensuring food security with top priority given to the supply of important agricultural products, especially grain. By emphasizing the quality, efficiency and brand recognition of green agriculture it will center on supply-side structural reform in agriculture. In terms of rural areas, attention will be paid to the planning and construction of towns and villages in a holistic way, and to the equal exchange and two-way flow of factors of production between urban and rural areas. That approach will maintain the overall stability of assistance policies during the transition period and foster new growth drivers in rural regions. Poverty alleviation duties, policies, assistance, and oversight will continue after poor counties are removed from the poverty list.
