Nanyang adjusts compensation and living allowance standards for preferential treatment objects

In accordance with the "Notice of the Henan Provincial Department of Finance of the Department of Veterans Affairs of Henan Province on Adjusting the Standards of Compensation and Living Subsidy for Some Subjects of Special Care", Nanyang has decided to adjust the standard of compensation and living subsidies for some of the subjects of preferential care from Aug 1, 2021. The specific content is as follows:

1. In regards to the disability pensions for disabled soldiers (including the disabled people’s police, disabled state organ workers, disabled militia and civic workers), regular pensions for martyrs (including survivors of servicemen who died on duty and survivors of deceased soldiers) and Red Army veterans in the township, standard living allowances (including veterans of the Red Army and separated members of the Red Army in the Xiangxi Road Army) shall be implemented in accordance with the standards stipulated in Document No. [2021] No. 36, issued by the Ministry of Veterans, and subsidies shall be borne by the central government.

2. The living allowance for demobilized soldiers from the villages enlisted during the the War of Resistance against Japanese Aggression (1931-45) will increase by 200 yuan per person per month, which will be implemented at 1,745 yuan per person per month, with the central government subsidizing 19,622 yuan per person per year. In regard to the living allowances for demobilized soldiers who enlisted in the army during other periods, the standard will increased by 200 yuan per person per month, and will be implemented at 1,695 yuan per person per month. The central government will subsidize 19,262 yuan per person per year, and the shortfall will be borne by the county (district).

3. The standard of living allowance for veterans returning home with illness will be increased by 50 yuan per person per month, and will be implemented at 710 yuan per person per month. Among them, the central government has a monthly subsidy of 420 yuan per person, and the provincial government has a monthly subsidy of 120 yuan per person. The shortfall is borne by the county (district).

4. In regards to retired personnel who have no work unit and have a difficult family life, the former 8,023 troops who do not meet the criteria for disability assessment, and the living allowances for veterans who returned to their hometowns without illness but who are sick or have no working unit in rural and urban areas and have retired, the standard of living allowance for personnel and other retired military personnel participating in nuclear testing (including military retired personnel participating in uranium mining) will be increased by 50 yuan per person per month, and will be implemented at 750 yuan per person per month. Among them, the central government will provide a monthly subsidy of 450 yuan per person, and the provincial government will provide a monthly subsidy of 150 yuan per person. The municipal finance department will subsidize 10 yuan per person per month in the five poverty-stricken counties of Sheqi, Fangcheng, Nanzhao, Xichuan, and Tongbai. The finance departments of other counties (districts) and cities will be subsidized with 5 yuan per person per month, and the shortfall will be borne by the county (district) finance departments.

5. Living allowances for the children of martyrs who live in rural and urban areas without a work unit, who did not enjoy regular pensions before the age of 18, and who have reached the age of 60 (including the children of those who were rehabilitated before the founding of the People’s Republic of China), will receive an increase of 50 yuan per person per month, implemented at 590 yuan per person per month, and the funds of which will be borne by the central government.

6. For rural, retired soldiers who enlisted in the army from the trial implementation of the compulsory military service system on Nov. 1, 1954, and before the implementation of the "Regulations on the Placement of Retired Soldiers", who are over 60 years old (including 60 years old) and did not enjoy regular state pensions and subsidies, the subsidy standard is increased by 5 yuan per person per month for each year of compulsory military service to reach 50 yuan per person per month for each year of compulsory military service. The funds will be borne by the central government.

7. The living allowance standard for rural old party members who joined the Communist Party of China before the founding of the People’s Republic of China, and urban old party members who did not enjoy retirement benefits, shall be implemented in accordance with the standard stipulated in Document No. [2021] 36 issued by the Ministry of Veterans, and the central, provincial, municipal and county governments shall follow the subsidy standard. 50 percent, 25 percent, and 25 percent of the burden.

8. The central, provincial and municipal financial subsidies required for this adjustment will be issued separately by the special funds approved by the municipal finance department. All counties (districts) should implement the funds, which should be arranged as soon as possible to ensure timely, accurate, and full payment of pensions and living allowances to the recipients of special care.
