Yinchuan, Ningxia, unveiled a raft of measures to optimize its business environment and facilitate the development of its private economy on July 24.
To optimize its business environment, authorities rolled out four measures, including launching a mobile service platform and establishing a dedicated window for the implementation of enterprise support policies.
To ensure effective policy implementation, a comprehensive supervision mechanism has been put in place.
When formulating or adjusting policies closely related to business operations, the city will widely solicit and reasonably incorporate feedback and suggestions from enterprises. A transition period for new policies will be set to facilitate smoother adaptation.
The city is committed to supporting private enterprises in participating in urban development. To this end, a list of government needs that private capital can participate in will be released to the public in a timely manner.
Furthermore, the city has implemented measures to prevent multiple and repetitive inspections, supervision, and research activities on enterprises, ensuring a more streamlined and efficient regulatory environment.
To secure support for private enterprises, authorities will enhance the provision of employment services to better meet the needs of enterprises and encourage banks and insurance institutions to develop products and services tailored to the needs of small and micro enterprises and individual businesses.
The local government will provide a one-time award of 2 million yuan ($267,002.13) for enterprises that possess core independent intellectual property rights and can fill gaps in domestic production technology, processes, or products, or provide domestic alternatives.
Authorities will also improve public transportation options by optimizing bus routes, offering customized bus services, and deploying shared bicycles to provide a diverse array of commuting choices for employees.
Yinchuan will comprehensively facilitate the transformation and expansion of individual businesses into enterprises and implement legal aid services to enterprises. It will utilize an inter-departmental coordination mechanism to optimize credit restoration services and ensure direct channels for addressing enterprise concerns.
In addition, the city will select 30 young entrepreneurs or successors every year to participate in high-level training programs at top domestic universities and provide high-level talent with benefits such as housing guarantees and preferential policies for their children's education.
